Italian football governments and their disciplinary methods to fight racism are”not fit for purpose”, says the chief of anti-discriminatory body Fare.
After Cagliari were rid of racist chanting towards Inter Milan striker Romelu Lukaku at a Serie A match the claim was created.
Cagliari fans subjected to monkey chants lukaku if he scored a punishment in a 2-1 win because of his side.
“The rot is profound,” Fare executive manager Piara Powar told BBC Sport.
“We consider the Italian government as well as the disciplinary method is simply not appropriate for purpose.
“Whether it is the FIGC [Italian Soccer Federation] or Serie A, they’ve neglected to protect countless players out of racism within the past year and don’t have any substantive response to the endemic racism in stadiums.
“There aren’t any visible campaigns, no innovative fan leaders, as well as apathy and bias among the media.
“No-one has been taking the matter seriously – nobody apart from the gamers, the sufferers , and a few allies who have been brave enough to stay up.”
Serie A believed that it had been”critically and constantly engaged in actions against racism”.
It added:”I will confirm our highest effort to fight racism. We did a whole lot before and we will do [a lot] in the future as we announced some days past a campaign concerning this that we will develop within another month.”
The FIGC was contacted to get a response.
A company attempting to fight inequality in football, the Fare Network, says it is awaiting a response and has contacted the FA to attempt and utilize it.
Meanwhile, the job to fight racism in Italy of Fare entails working from the nation with a management service, non-government businesses and other parts of society.
Belgium global Lukaku explained the abuse that he suffered showed the game was”going backwards” and that he hoped”the soccer federations throughout the world respond strongly on most cases of discrimination”.
The report to the incident declared that chants, shouts and whistles were led at Lukaku by Cagliari fans, but said they were not sufficient in”size and perception” to merit punishing the club and its supporters.
Anti-racism charity Kick It Out said:”That is a cowardly choice from Serie A and the Italian FA, in reaction to disgusting racist abuse directed at Romelu Lukaku.
“We could only assume that the Italian government don’t care they are effectively advocating this behaviour.
“As they refuse to do it against perennial abuse by precisely exactly the identical group of fans, it is time Uefa stepped in and demonstrated some direction.”
Here is the third time Calgliari have been researched for alleged racist abuse in the previous two years after instances involving Moise Kean, the Italy forwards currently at Everton, along with his subsequently Juventus team-mate, France global Blaise Matuidi, but no action was taken over any of those incidents.
A band of Inter Milan fans claimed Cagliari fans were showing Lukaku a form of”respect” when they targeted monkey chants at him.
A statement from Inter enthusiast group Curva Nord said”Italian lovers aren’t racist” along with the abuse had been gamesmanship.
“It shows that there is no basic understanding of exactly what racism is and the reason why they would like to black players is racist,” explained Fare Eastern Europe growth officer Pavel Klymenko.
“There needs to be a lot of educational efforts put in.
“This lack of understanding runs really deep. It isn’t only the ultras, it’s the whole system of Italian football and the society.”
