Midfielder Chirivella needed the paperwork in the Football Association following a loan spell at Spanish side Extremadura season.

An EFL statement read:The clubs violation was in part due to the challenges it encountered with procuring the right global clearance, and its subsequent ability to include the participant on team sheets regardless of the lack of clearance.
As a result the board reasoned that the most appropriate sanction was a financial penalty.
Liverpool said:Even though there have been mitigating factorsthat have been beyond our control or authority, we consider it appropriate we apologise to the competitions governing body and to Milton Keynes Dons.
Liverpool should pay the of #100,000, plus an additional sanction, if they were to field another ineligible player in the contest.
In 2014, Sunderland were fined from the Premier League and the EFL as soon as they fielded ineligible player Ji.
